insert £9,000 provisionally? Matter most

urgent, Estimates now being closed. Present

deficit in Budget about $110,000.

In view of Your Lordship's telegraphic reply of the 10th.

idem no actual sum has been inserted in the Estimates for

next year as the Imperial Contribution to this Colony on

account of the loss caused to Hongkong revenues by the

Opium policy of His Majesty's Government. The head of

revenue has, however, been retained as accounting for the

apparent deficit in the Budget with an explanatory foot-

-note on page 18. The actual deficit revealed by the

Estimates is $94,937 which is calculated as follows:-
